Just because a body is physically mature doesn't mean the brain is mature, and a person at age 15 still has a developing brain. At age 15, an age gap of more than 2 years constitutes a big deal; since there is so much development during this period, a lot of growth happens in only one year. Once people are in their 20s, I think the recommended age gap widens a little. A 20 year old and a 24 year old, okay. A 20 year old and a 15 year old? Not okay. People who read anime blogs will argue to all lengths about this subject, usually in favor of the young/old relationships. I vaguely remember young women begging with infants in their arms in the middle of the night.
