UNICEF says Japan failing to control child porn
Japan’s government is inching towards a ban on the possession of obscene images of children, which would bring it into line with most other industrialised countries.
But the Japan branch of the United Nations Children’s Fund (UNICEF) urged Tokyo to beef up its laws by banning child pornography in manga comics, animated films and computer games as well as individual possession.
[…]
A previous campaign prompted laws, enacted in 1999 and 2004, that banned child prostitution and the production and sale of obscene images of children under 18, but simple possession of such material remains legal.
You could always fap to aliens, androids or thousand-year-olds who happen to look like twelve. All you need is a little nifty backstory and you can masturbate to your heart’s content. You could even pull the classic “she is eighteen” routine.

Like this has anything to do with the serious predators who would kidnap and harm even kill some child? Just the creation of a whole new class of thought crime. It has been a long time since UNICEF had any credibility. What next the banning or censoring of text only works and as to “prevent harm” to imaginary children like in England. (And when is J.K. Powling going to jail for all the awful things she wrote happening to kids or George Lucas because the young Darth Vader killed he “younglings”.
More BS dressed up to sound like it is doing something good. Bite me, UNICEF!
Um hate to post again so soon but I just noticed the poll and have one small quibble with it. I voted no but I don’t see lolicon as harmful, There are no “victims” and it isn’t a crime! The closest to any victim is either the purchaser because it ain’t cheap but is their choice and their monies or the artist/writer who as in any other form of publication is probably screwed by their agent and the publishers. (same as it always was)
Haha, the law might as well not be implemented at all then… Every producer could just claim all their characters are 18+, and then the law can’t do anything to them…
I noticed that the image you linked to was from the game Yume Miru Kusuri, a very good visual novel actually. Everyone go play it =)
Thats funny because not even America can ban animated/fake CP, it’s been thrown out repeatedly in court. Photoshops were upheld though, assuming it’s based on an actual child.
Unlike most other people who might care about the subject, I shall keep my thoughts to a minimum as always:
Lol n00bs.
This will never hold up. The lolicons will rise up and strike down the oppression….maybe.
What about Japan’s junior idols? What about the whole industry in manga, games, and the like? Where will they turn to?
How come we can’t get a few studies explaining how lolicon saves more “victims” than it creates?
abq: keep on the fight. We will not let loli die.
this reminds me of the question that was being thought out in america not too long ago, about making some drugs legal.
in a sense, it helps circulate money as the taxes would create revenue for the country and such, but at the same time the people who feel that it is not morally right come in and try to voice their oppinions( not that voicing someone’s oppinion is a bad thing, but they should take a closer look as to how much good it could do the economy if they just let it pass. morals aren’t enough to sustain the economy.) in any case, if they are going to ban “loli” ( if UNICEF even understands the meaning of the word, because I highly doubt they do) then they shoud ban any pictures that contain real people/children. they should leave imaginary and non-realistic figures/characters out of it, as they cause no harm and those are, in fact, ways that people use to find an income (manga artists and such) i don’t wanna get too deep into it, but what if they decided to start banning any and all games that contained any form of drug or cursing or violence because they feel that the young kids are being infuenced too much by those things? less videogames are bought, companies loose money, people loose jobs, etc. it’s not smart to decide to just ban something because of morals or feelings.
the one thing that i agree with is that pictures of actual children or any other actual person that is underage should be banned.
>_>
yeah… um…sorry for any grammatical or spelling errors and such. I was kinda typing in a hurry before I forgot what I wanted to say.
^__^
Everyone is posting so verbosely! @_@
Yeah, I think Lolicon actully DISCOURAGES child abuse since people can ease their urges through it instead of on a real kid. UNICEF is retarted :\
damn america always trying to get over on somebody. wtf kind of hell will i be burning in if this happens to go over well for god damn unicef
Real is only real if you do it in real life.
Fapping to ‘would be real, if it leapt out of the screen’ isn’t real.
Kinda simple to tell the difference.
I wonder what UNICEF has to say about “The Simpsons Movie” which showed Bart Simpson’s peener? He’s under 18! He’s 10 years old according to Wikipedia! Isn’t that child pornography too?
Most anime doesn’t show genitalia. I wonder what UNICEF has to say about the YOUNG Japanese models? Sure, they’re not naked, but many have skimpy bathing suits that don’t cover much at all.
This looks, tastes, and smells like a cunning PR stunt.
UNICEF Japan has been saying the same shit for years, nothing has been done and probably nothing will be done.
I’ll quote ToA and say “Bite me, UNICEF!!!”
I hope that Japan nods its collective head in bored noncommital-dom and then does nothing about this.
UN is de facto powerless, UNICEF even more so. They can “encourage” people to do random things because some people still erroneously believe they are important organizations.
Keeping in mind that 2D loli is a industry worth hundreds of millions of dollars in Japan, this shit has the same chance of going through as a bullet made out of butter. What’s going to happen is that the Jappos will ban possession of REAL CP (which is fine) to appease them and leave anime and manga alone like they should.
I think lolis are more and more gaining power in europe and USA..
Maybe they will take on the world ahahahahaHAHHAHAahhaha.
I hope the junior idols will do the same ahahahHAHAHAHahhahaa!
Fucking laws!
By the way, Petalicon (the manga) has been released last week.
I URGE YOU to buy (and read) it!!!
PS: you HAVE TO understand what is written(I guess there is no english fan-translation around for the moment though) to get the genius of it!
Trick or Treat for UNICEF in this light looks like a bad thing.
@wondering nomad:
“I highly doubt they do) then they shoud ban any pictures that contain real people/children”
Too late:
http://www.dailymail.co.uk/pages/live/articles/news/news.html?in_article_id=526710&in_page_id=1770
petalicon looked crap, it doesn’t even seem to have loli, they all have disgusting breasts.
http://www.animenewsnetwork.com/news/2008-03-11/japan-planned-child-porn-law-exempts-manga-anime
Any person who didn’t see it coming, please get a brain. Thank you.
I have no idea what you’re trying to imply. See what coming? The ban of possession of the real thing? To be honest, I was surprised they didn’t already have that.
Ban manga, anime and games? Read again.
@Anonymous #7887457843: Are we looking at the same Petalicon? Cos I gotta say… I like what I’m seeing here.

Maybe I was a little too concerned at first. The Japanese are quite capable of exibiting the kind of thought that the rest of us should strive to emulate when elected to office. Well aside from the ocassional brawl in the seats! Then again wouldn’t you just love to see Ted Kennedy and Cheney mix it up or Pelosi sandbagging Lieberman with a real sandbag?
I have been told that Japanese censorship rules are actually stricter than here in the US but that it has lead to such things as a thin black line through the foreskin satisfying those laws only tells me how those laws are regarded by the enforcers. Most of the “mosaic” and “blank part of image while still having the outline” censoring sems to mock the idea as much as uphold the laws also has the benefit of being annoying!
That can qualify as a benefit if you as a censor are having a bad day and wish to share the experience!
Lolis for Peace! Equality! Fraternity and Lolis!
Not a fan of ’suggestive’ loli materials myself, but this kind of censorship is kind of ludicrous. One step towards a fucking dystopia. Way to go, deluded conservatives.
man they should take care of “real” loli issues before going for the “virtual” ones…
No, the other anonymous, Japan is also run by retarded conservative zealots, the difference between them and the retarded conservative zealots at this side of the Pacific is the believe that this “lolicon” is “just an otaku thing” so it’s not important or relevant instead of “ZOMG BAN! BAN! BAN!”.
what the heck happened to my Gravatar o.o;
Oh wait I found her >3. Oh please we all know this will stop nothing xD. Smoking weed is against the law, Don’t feed the animals, she is married; All these things never stopped nobody from doing what they wanna do.
Now if you’ll excuse me, I have to go smoke some weed while feeding my Loli some fresh adultery!
I don’t know about everyone but most lolicons I know don’t even like real children, they just like their “virtual” lolis that are not snot nosed brats like most real children in this awful 3D world, so I don’t think allowing 2D loli poses any real threat to children at all. Either way, if it still hasn’t been banned here I doubt it will be banned in Japan there is too much of an industry for it over there.
@ El Mex, care to share the recipe? Is it cake?
@ El Mex: I agree. Banning things only makes it just a little bit more inconvenient for the participant. The people who want to get their loli fix will find ways to do it, real or fictional.
We can only hope here on the other side of the Pacific that they pay as little attention to us as possible. :3
We, the loli fans DO like real children, I am sure, but it is true,
the anime ones are far more better, since they are 100% what we want them to be; always 100% cheerful, 100% beautiful, always full of “silly” ideas, - to keep us entertained.
A REAL loli does not that perfect, that entertaining….
And YES, it is totally BS ban virtual loli stuffs, & papers, since
nothing will change, people will continue get (and even create!) these things…
“If I cannot (not allowed to) see more loli animes, I will not be able to decrese my loli desires, and eventually, I will go out of my house, and catch a REAL loli, and you know what next….:P
If I cannot get my virtual lolis, only real ones ramain… lol what did u (the creators of this law) accept, lol?”
- Would say to the law for banning Virtual loli stuff.
didnt UNICEF know that japans age of consent is 13.. ??
did UNICEF know what it hello project.. ??
and japan is from ainu race which is ‘chibi’..
banning loli in japan is like banning japan itself from the world.. !!
THIS IS AN INSULT.. !!!
FUCK YOU UNICEF.. !!!
>I don’t know about everyone but most lolicons I know don’t even like real children, they just like their “virtual” lolis that are not snot nosed brats like most real children in this awful 3D world, so I don’t think allowing 2D loli poses any real threat to children at all. Wow…i totally agree about that. I absolutely hate brats. And Lolis are always nice

Agreed. Just look at loli make me feel the real world so hopeless, full of annoying brat
@Raelanura
From the other site I checked all I saw were ugly small boobs everywhere and zero DFCs.
As a protest I suggest we have a meeting on the heart of Tokyo. Or the liver, up to youse guys… Anyhow we all have, picture this, gin/tequila/Souther Comfort flavored pops with the pics of various anime and hentai lolis imprinted on them. Not only do I think we will have orders for similar coming out our ears by end of the business day but will have also showed we have this problem licked!
Who is with me!
Can we still call them loli-pops though?
That will show ‘em!
well, it doesn’t matter about age problem. Look in H-game like:-jewel knight crusade
-yume miru kusuri (are they 18 ++?)
-snow sakura
-shuffle
and any more
does the girl’s in these game’s are like 18 year old? i think not.
SO,long live pedophilia
El Mex, care to share the recipe? Is it cake?
It’s a piece of cake to bake a pretty cake…
so hey… about that petalicon manga. Anyone have a link to it?
In the words of Bender Bending Rodriguez
“UNICEF can byte my shinny metal ass!!”
Honestly as someone said above, UNICEF should spend some time working on real child abuse before ’suggesting’ to japan to ban loli material.
Their current position is just like urging USA to ban first person shooter games to reduce the killings from the free-marketed weapons instead of actually making stricter laws about how someone can get guns.
I wonder whats next, urging third world countries that they should send their children to school more? UNICEF should work more on making _real_ suggestions instead of trying to ‘look’ good through stupid PR.
@JB2X: This is all I’ve been able to find so far. It’s the Manga to See “Girls” with Shameful Look. ^_^
http://en.akibablog.net/archives/2008/02/peta-080228.html
Those stupid fucks cant even tell the differnce between fantasy and reality, there are no “!REAL!” children in manga/doujinshi stupid fucks!!
@Tsuki:
“Their current position is just like urging USA to ban first person shooter games to reduce the killings from the free-marketed weapons instead of actually making stricter laws about how someone can get guns.”
Personally, I’d like to keep both my lolis and my guns.
You can pry my loli from my cold dead (and groping) hands!
Lolihat! Always warm hands before fondling the lolis! Did your mother raise you to freeze and chafe the bum on some poor Sakura or Lolita Sue, I think not! That is how people who work for UNICEF get started! Shame! Besides it makes them purr bringing out the latent catgirl in them all.
@ the other anonymous:
It’s a bit difficult to be warm and gentle if yer dead. Of course you could still be friendly (and at least warmed up a bit) if you are a zombie. The loli might not care for that…unless she is a zombie too…
I humbly request zomibe-loli links if anyone has some…
*grin*
Having one of those dead on you feet days, Lolihat?
Laughable, stupid and oh, it doesn’t counts for A/M. Just let me keep my loli’s close to me! ^^-b
Ban loli, god no… DO NOT WANT! I can say for sure that that the companies will oppose this very greatly…
Correction to url.
Yes, there are many brats in this world, no matter the age.
Why is everyone looking at me? TDC said it! (quietly so no one hears goes Nah! Nah! at her, sticks tongue out and pulls her ponytail.) (sadly desks no longer have inkwells…)
Hey UNICEF, while you’re busy trying to assraep other democracies to impose your anti-loli junta, do you still remember Darfur and your failure in helping the poor helpless kids in war-torn and poor 3rd world countries?
Lolicon harmful to society? When society stops bombing other societies for whatever the latest lame excuse is or driving members into unhealth, death and homeless then we can spare the time for this little thing. Otherwise is just what people do to avoid working on real problems especially when they may profit. Hey every 2 days as many people die here in USA from the effects of tobacco as did in the attacks on 9-11. but we aren’t carpet bombing Kentucky are we? Just that those deaths happen alone in hospitals or hospice or even upstairs in grandpa’s room while everyone else tries to act normal. All this away from the newscams and not on the front page. So no one cares beyond a few even though the profit in such has been amazing even obscene.
Ah, just my take I guess!
@ El Mex - Do you also post as El Mexi or have you acquired a fan who wants to be you?
@the other anonymous:
That is why we should open our homes to the lolis: to keep them away from such things and give them lots of love…
*grin*
@ ToA: Ink in the face? I think we’re going to have to fight.
ToA: Actually I think there might be some fans, however they remain non-Loli
[…] Dogs Comipress Lolitron Reuters […]
Die, UNICEF filth…
Lolitron agreeing with the John Birch Society???
LOL, Apocalypse tiem!
http://www.getusout.org/artman/publish/article_109.shtml
@ TDC Any time you’re ready sister. hand to hand, wit against wit, Sacco to Vanzetti - bring it on! Actually not ink in face that would be unsporting. Just dipping ponytails into inkwell in desktop… Oh showing my age with that one!
Then again feeling even older than dirt. Just found out I am a grandfather…
I’m not old enough to have a daughter old eough, I swear! Honest!
Yeah, I wouldn’t believe that last from me either. My gods next I’ll be eating Ovaltine in Weetabix cereal with Geritol chaser…
The U.N. can have my daughter. That’ll teach ‘em!
and this was from the REAL the other anonymous, accept no substitutes,
i’m a grandfather…poor child.
It would seem no one’s learned from the prohibition experiment in America in the early 1900’s when anything alcoholic was banned: Banning the act without putting an end to the attitudes that justify the act just drives the act “underground” and make it more popular and profitable.
Frankly, I really can’t see how banning drawn pictures of underage and underaged-looking people [in a sexual context] is supposed to stop or even significantly reduce the occurrence of the sexual exploitation of real children. The problem is that EVERY culture has been doing it [openly and secretly] for ages BEFORE THERE WAS ARTWORK SUGGESTIVE OF IT! In fact, it [child exploitation] inspired a lot of artwork, poetry, songs, etc. through the ages.
this is stupid.. unicef should care about ‘their’ education first..
come on.. move on to the loli-battle.. ^___^b
(i hope I’m not anonymous! if i am, call me miss mochi!)
(sorry about being late and being random)
you know, i’m actually the last person you’d expect to be a LoliCon……(ah, the lolis like other lolis….a perfect world.)
but anyway, here’s what i gotta say. it’s just so dumb how UNICEF doesn’t see from another perspective, you know, the one that makes THEM look destructive?
but i guess they don’t make a wrong decision, now do they? (sarcasm…)
LoliStuffs all really don’t encourage me to do a kid or anything, i hate kids. no, real kids. actually, it provides fulfillment. really that’s all that should be said to stop this crap their startin’.
i think they need to learn that, aside from a few cases, loliCon are totally harmless. a little creepy, yeah, but has that really hurt anyone?
UNICEF-there are better things to waste your time on. like watching loliCon…….cause we know that’s how you found out about it! (nah, nah……just kidding….)
Too much hate on here! Time for a lil youtube to lighten the mood :3
http://youtube.com/watch?v=kwURSnMwICA
Aha! Aha! Kagami, Kagami!
Good times
Omigod! that’s so cute, yet, funny!
@ El Mex: LOL WTFBBQ…
Here I am trying to die and TDC mentions Barbecue!!!! Arrgh, Evil Lady!!!! errr, is that a lamb or what B B Q?
Lol Actually I think it’s from an old video. LOLWTFBBQ is what one guy said to another.
On a lighter note I am single now D:. Girl broke up with me, it was only a matter of time.
@ ToA: Starving yourself? One of my friends tried that once. I have no idea why, though. BBQ is too good to decline.
@ El Mex: A lighter note? Well, if it’s something off your chest, then it isn’t so bad.
El Mex is stripping? Hope he looks better than I do which is why the diet TDC besides I have just let myself go way to much lately. I mean what if I should meet nice cat girl in maid costume who otherwise would want to clean up after me, pamper me and just generally kick me in head when I act stupid? Not if I look like the guy in Commonplace Occurrence in Otaku Room will she consider that! Can’t look like a complete car wreck and expect anyone to have any respect!
Besides who knows I could maybe run into Tina Turner and catch her fancy!
Okay, I dream a lot…
Yeah I guess it’s not so bad, plenty of Lolis in the sea I guess .-.
… merlolis?
One could only hope D:
@the other anonymous:
Mmmm….Merlolis!
http://baratijas.awardspace.com/wp-content/uploads/2007/10/booklet-01.thumbnail.jpg
@ Lolihat
Well it would make sense for them to travel in schools, no?
I remember when UNICEF did those “donate pennies for the starving children” act. I did them when I went trick-or-treating. I got a lot of damn pennies, too. What has happened to you, UNICEF? You used to be…I dunno…relevant!
What about ephebophelia (attraction to adolescents)?
I’m not a huge fan of lolicon manga (I’ve occasionally uhhh used some), and pornographic material of elementary-aged girls disturbs me… But there’s something about 14-year-olds…
I’d never manipulate my way into a situation, but at that age, there are at least a few who have the maturity of the average adult. If something genuine and heart-felt forms, I think I would pursue it normally like with any of the other (adult) relationships I’ve had. And I’m a caring person, so it would be better for her to experience certain things with me than with some abusive creep.
Anyways, about this ban…
If they wanna crack down on child porn, they need to pay more attention to Russia. Holy crap, Russia. Awesome language though, must learn it.
Can’t they just wait till I’m dead?
