When in doubt about whether or not a girl is loli, try this guideline:
Any girl who is or looks as if she is, so under-aged that you’d get jail time for LOOKING like you’re thinking of touching her, is probably loli.

I voted against Suu for the match againt Aria (And lost!), but this time let’s face it: Koallas are cuter than ferrets(Except to Nanoha!)!

Even though Kaolla is actually older than Shinobu I think she’s actually lolier than her and it’s extremely noticeable on the later chapters of LH where you see frontal nudity of her.
