Rizel, easy.

Tomoyo is nothing compared to Rizel.

Especially when Rizel dresses up in a catgirl outfit and says, “I’m thirsty, can I have some of your milk, nya?”
Or when she dresses up as a nurse, turns around and bends over and says, “I need an injection.”

Rizel is cuter, funnier, and just a plain better loli. Plus shes naked many many times during the anime.

But since a lot of people here know absolutely nothing about loli at all, so i’m sure they’ll all waste their vote on a CCS loli.
